Proposal Complexity Rubric
Categorizing Proposal Types
Scoring is determined by a range of factors that reflect the overall complexity and effort required to prepare a compliant and competitive proposal. These factors include the volume of required forms and documentation, the length and technical depth of the narrative response, and the number of proposal volumes involved.
Additional considerations include the complexity of the submission platform—such as basic email submissions versus advanced systems like SAM.gov or PIEE—and the type of agency issuing the solicitation, with higher weights typically assigned to major federal agencies like the Department of Defense or GSA.
The evaluation criteria also play a significant role, particularly when solicitations involve best value trade-off analysis versus simpler lowest-price evaluations. Finally, any socioeconomic requirements, teaming expectations, or joint venture documentation can further elevate the complexity score.
Key considerations include:
-
Submission platform (email vs. SAM.gov, PIEE, etc.)
-
Agency type (local vs. DoD/Federal)
-
Evaluation method (LPTA vs. best value)
-
Socioeconomic or teaming requirements

Client Responsibilities
Ensuring Clarity and Understanding

To ensure a smooth and timely proposal process, clients plays a critical role in providing accurate and responsive support throughout the engagement.
-
Maintain an active and up-to-date SAM.gov ( If Federal)
-
Provide all requested business documentation (e.g., licenses, insurance, resumes) promptly
-
Respond to clarification or document requests within one (1) business days
-
Review and approve all proposal content prior to submission
Failure to meet these responsibilities may result in delays, missed deadlines, or the project being placed on administrative hold until requirements are met.
