A sources sought notice is a way for US government agencies to identify potential vendors for a project. They are often used to create or alter upcoming federal contracts based on the responses from potential vendors. These are excellent networking opportunities for small businesses and companies that are new to selling to the government to introduce their capabilities, explain what sets them apart from the competition, and influence future contracts in their favor.
You can search for Sources Sought opportunities in Select Pro by choosing Type of Notice in the contract search field. Then select Sources Sought.

Contracting Officers are official government points of contact that are responsible for evaluating, managing, and updating contracts during the bidding phase. They are often the ones who can answer any questions businesses might have about an active opportunity. The CO will be your main point of contact for everything from setting up site visits to receiving and reviewing your proposals. Which is why maintaining a positive relationship with the COs in your industry is vital to any successful vendor.
What Are Primes
You may often hear the terms “Prime Vendor”, “Top Prime” or “Prime Contractor” in relation to government contracts, but what does that mean? Simply put, a “Prime” is the main company chosen to perform the work or provide the product/service required in a government contract. A Subcontractor is a helper who works under the Prime to finish the job. Subcontractors are normally smaller companies that are awarded portions of the contract by the Prime.
Generally, a prime contractor is a larger business that has a relationship with the government. Common names like Raytheon, Lockheed Martin, Booz Allen Hamilton, CACI, IBM, and Leidos are examples of large prime contractors. These are companies that have a long-standing relationship with the government and are occasionally given preferential treatment by contracts.

What is an OSDBU
To help connect small businesses with contracting officers, Federal Departments and Agencies came up with the Office of Small Disadvantage Business Utilization (OSDBU). OSDBU representatives provide guidance to federal agencies on how to better utilize small businesses. Through outreach to the business community and partnerships with the Department the OSDBU helps small businesses build strategies to become successful contractors.
Select Pro has links to information for the majority of agencies and their contacts for you to use. Simply input your desired department or agency into the Search field. From there you will see a list of important links directly from the Agency. Click on the link next to the word SADBU, and you’ll be taken directly to that agency’s OSDBU website.

What is a FOIA
The Freedom of Information Act (FOIA) is an official legal request of the government to release any of their records into your hands. FOIAs work for any federal agency and allow citizens to have greater access to and transparency from the government. For our purposes FOIAs allow businesses to examine past contracts to gain greater insight into the previous contract’s requirements and what has changed, who the incumbent is and what services they provided (unless they are listed as proprietary/redacted), as well as what the terms of the original agreement were. For any companies who want to do in-depth research on the opportunities they intend to bid on FOIA’s are a necessary tool.
Luckily for us, submitting a FOIA is as easy as searching for the Agency’s Name + FOIA in any standard web browser. From there they will either have an official point of contact who you can email a FOIA to or a portal where vendors can submit their requests.
Here are some links to popular Agency’s FOIA pages to help you get started:
