How Proposal Pricing Is Determined

At Select GCR, we understand that no two solicitations are alike. That’s why we’ve developed a detailed Proposal Complexity Rubric to ensure pricing is based on the actual effort, detail, and time required for each unique opportunity.

This internal scoring system evaluates more than a dozen critical factors that impact the complexity of a bid. These include the number and type of mandatory forms, required supporting documents, the length and technical depth of the response, the number of proposal volumes, industry and agency complexity, submission method, and much more. Each factor is assigned a weighted score, and the total determines the overall complexity level—from Very Low to Very High.

Rather than applying flat pricing, this rubric allows us to offer fair, effort-based pricing tailored to your specific solicitation. It also helps you better understand the scope of work involved, especially for more advanced federal or technical proposals.

While the full rubric is not shown here, your Federal Business Development Advisor (FBDA) can walk you through the complete breakdown during your consultation, helping you understand how your bid is scored and what services are included. Additionally, your contract will include a direct link to the rubric used in your project for full transparency.

What Is the Proposal Complexity Rubric?

Our Proposal Complexity Rubric is a proprietary scoring system designed to fairly assess the level of effort required for each individual solicitation. Since no two bids are the same, this rubric helps us determine the true scope of work based on the specific requirements of your opportunity—ensuring accurate, effort-based pricing instead of flat or arbitrary rates.

What Factors Influence Pricing?

The rubric evaluates over a dozen key elements, including:

  • Number and complexity of required forms

  • Volume and type of supporting documents

  • Length and technical depth of the response

  • Industry and agency complexity

  • Submission method and file formatting rules

  • Pricing structure and level of detail required

Each factor is scored and weighted, resulting in a total that determines your proposal’s complexity level—from Very Low to Very High.

Why It Matters

This approach ensures pricing is tailored to the actual workload, not just the proposal type. It provides transparency, helps set realistic timelines, and ensures clients receive value for each deliverable. It also gives us a clear path for planning and execution—especially helpful when responding to complex federal opportunities.

Want to See The Full Rubric?

While we don’t publish the full rubric or pricing online, your Federal Business Development Advisor (FBDA) will walk you through it visually during your consultation. You’ll get a full explanation of your proposal’s scoring and what to expect at each complexity level. Plus, your contract will include a direct link to the rubric for easy reference.

Contract Bid Writing FAQ

Why is writing a federal government proposal (RFP) so difficult? +

The Short Answer: Federal RFPs are notoriously complex, often spanning 50 to 100+ pages of dense legal jargon and strict regulations.

The Deep Dive: Submitting a federal proposal is nothing like pitching a commercial client. You cannot just send a sleek PowerPoint presentation. You must meticulously deconstruct the solicitation, specifically mapping your narrative to "Section L" (Instructions to Offerors) and "Section M" (Evaluation Factors). Select GCR's expert bid writers decode this jargon, translating your company's strengths into the exact format the government demands.

What happens if I make a mistake on my government bid submission? +

The Short Answer: Your proposal will be marked "non-responsive" and thrown in the trash without ever being evaluated.

The Deep Dive: Federal procurement officers are ruthless about compliance. They use formatting rules to quickly weed out amateur contractors. If you miss a single mandatory form, format a margin incorrectly, or fail to address a specific FAR clause, all the hours you spent writing the bid are wasted. We prevent this by acting as your dedicated compliance department, ensuring every "i" is dotted before submission.

Do I need a professional federal bid writer to win contracts in 2026? +

The Short Answer: While not legally required, hiring a professional bid writing consultant is the industry standard for highly successful government contractors.

The Deep Dive: Writing a competitive government proposal takes between 40 and 120 hours of focused work. Most business owners simply cannot afford to step away from their daily operations for that long. By hiring Select GCR, we act as your outsourced proposal department. We craft a compelling, fully compliant narrative, allowing you to focus on running your business.

How does Select GCR's contract bid writing process work? +

The Short Answer: We handle the entire lifecycle of the proposal, from the initial shred of the RFP documents to the final compliance review.

The Deep Dive: When you bring us an active solicitation, we assign a dedicated proposal manager to your project. We dissect the RFP, create a strict compliance matrix, and interview your Subject Matter Experts (SMEs) to gather necessary data. We then write the technical, management, and past performance volumes, while assisting you with competitive pricing strategies before finalizing the submission package.

Can you guarantee we will win the government contract? +

The Short Answer: No. Any consultant who guarantees a federal contract award is lying to you, as the final decision rests entirely with the government agency's Source Selection Evaluation Board (SSEB).

The Deep Dive: We cannot guarantee you will win because we do not control your past performance history or your competitors' pricing. However, we do guarantee 100% compliance. We ensure your bid is flawless, makes it past the strict compliance filters, and is placed directly on the evaluation board's desk, presenting your business in the most competitive and professional light possible.
