Veteran Owned & Service Disabled Veteran Owned Small Business Certification
Businesses that are small business certified can take advantage of special government programs, including increased access to government contracting opportunities that can help them grow their business quicker.
Eligibility Requirements
Applicants must meet the following criteria for certification:
- Business must be considered small in accordance with NAICS size standards A Veteran, Service-Disabled Veteran, or Surviving Spouse of Service-Disabled Veteran must own 51% or more of the company, and have full unconditional and direct management and operational control (direct ownership, not through another entity, trust, or 401(k))
- Hold the highest position in the company
- Be the highest compensated person in the company, or if not, be able to explain how the owner not being the highest compensation is beneficial for the company (e.g. put that money back into the business to support operations)
- Have Form DD214 issued upon retirement, or the long form that goes into specific detail about their separation or discharge from active military duty. This form will include the dates they went to active duty – NOT just training, the Reserves, or the Guard. If surviving spouse, applicant firm must have been formed prior to the service-disabled Veteran’s death and owned by the service-disabled Veteran, and the service-disabled Veteran has not been deceased for more than 10 years.
- Possess management and technical experience to operate daily business operations
- Devote full-time hours to the business and hold no other positions with other businesses
- Must operate a properly structured, registered, and licensed company; must be legally organized and in good standing to do business as required by all applicable federal, state, county, or city regulations in which the applicant operates
- All federal debts and obligations must be paid
- Cannot be employed by the federal government
- Cannot be the member of a franchise
- Cannot be owned by an irrevocable trust. Trust must be revocable, and the service-disabled veteran is the grantor, trustee, and the current beneficiary of the trust.
- Veteran holds no outside employment or secondary business ownership in any business that is outside the business entity applying (If the Veteran does, the Industry Standard Hours of the secondary business do not conflict with the 40 hours per week Industry Standard Hours of the business applying)
- Veteran owner works 40 hours per week or greater at the primary office location of the headquarters of the business applying
- SAM registration “Debt Subject to Offset must read; No”
- Majority 51% owner holds all required contractors licenses in his/her name
