Disadvantaged Business Enterprise Certification

Businesses that are certified as a Disadvantaged Business Enterprise can take advantage of special government programs, including increased access to government contracting opportunities that can help them grow their business quicker.

Eligibility Requirements

Applicants must meet the following criteria for certification:

  • A for-profit business that performs or seeks to perform transportation related work (or a concession activity) for a recipient of Federal Transit Administration, Federal Highway Administration, or Federal Aviation Administration funds.
  • At Least 51% owned and controlled (management and daily business operations) by a socially and economically disadvantaged individual(s). (Must be a Minority)
  • African Americans, Hispanics, Native Americans, Asian-Pacific, Subcontinent Asian Americans, and Women are presumed to be socially and economically disadvantaged.
  • Disadvantaged owners are U.S. Citizens or lawfully admitted permanent residents of the U.S. with a permanent resident card.
  • An individual personal net worth cannot exceed $1.32 million.
  • Meets the Small Business Administration’s size standards and does not exceed $23.98 million in gross annual receipts for DBE (excluding the owner’s business and primary residence)
  • The small business must be independent of any other company.
  • Currently not a government employee

  • DBE’s may be utilized to satisfy a DBE goal on any project with funding from the U.S. Department of Transportation (i.e. airports, transit agencies)
  • DBE’s receive statewide exposure for contracting opportunities through the DBE Directory, which provides one list of all DBE firms certified. Prime contractors and consultants are strongly encouraged to use the DBE Directory to identify subcontractors/sub-consultants for their projects.
  • DBE’s may participate in a variety of supportive services such as training and technical assistance if they are construction and consulting firms involved in a road, highway, bridge construction, and/or maintenance related business. Many of these services are at no cost or reduced cost to certified DBE’s.
  • Prime Contractors rely on DBE’s to fulfill the DBE subcontracting goals on U.S. Department of Transportation – assisted contracts
