The Unique Landscape of Tangier Island

Life on Tangier Island revolves around crabbing and fishing, which makes its economy quite unique. However, this livelihood is threatened; the island has gradually sunk over the past 150 years, leading to the loss of about two-thirds of its land. The population, which once surpassed a thousand, has dwindled to around 400. With limited transportation options, including a single ferry route and an old underwater power transmission line, residents face daunting challenges, especially during severe weather.

 
 

As the island grapples with these issues, its community has decided to take action. They have partnered with the Energy Technology Innovation Partnership Project (ETIPP), a program backed by the U.S. Department of Energy (DOE) that focuses on strengthening the energy systems of remote coastal communities.

 
Community-Led Solutions with ETIPP

ETIPP’s goal is to provide tailored technical assistance to help communities like Tangier Island tackle their energy challenges. Since its inception, ETIPP has collaborated with over 80 communities nationwide. The program recognizes that even small populations can present unique challenges requiring innovative solutions.

Through ETIPP, Tangier Island has developed a strategic energy plan, focused on enhancing reliability, reducing energy costs, and bolstering local education on energy usage. This is crucial for a community deeply connected to its environment and economy.

Residents like Mayor James “Ooker” Eskridge are leading the charge. Mayor Eskridge balances his daily crabbing routine with civic responsibilities, showing a commitment to securing a sustainable future for his community.

 
Workshops and Collaborative Planning

During multiple workshops organized by National Laboratory of the Rockies (NLR) and ETIPP, community members gathered to express their challenges and aspirations. Participants discussed everything from improving energy efficiency to emergency readiness, all guided by the principles of asset-based community development. This approach helps identify local strengths and opportunities to optimize resources effectively.

For instance, the community learned that despite being pivotal in their economy, the school was an unexpectedly high consumer of energy during summer months, an issue raised in discussions due to a lack of zoning in air conditioning controls.

NLR, acting as a crucial partner in the planning process, analyzed energy usage across the island and presented data-driven insights during the workshops. This collaborative process not only empowered community members but also fostered ownership and investment in energy solutions.

 
 
Identifying Energy Opportunities

As part of the strategic planning process, the NLR team also evaluated the condition of Tangier Island’s single underwater transmission line, which has surpassed its expected lifespan. Though currently operational, it will require replacement soon. This analysis also extended to the island’s community-owned buildings, including the school, to create actionable insights into energy consumption patterns.

For small to medium businesses (SMBs) interested in government contracting, energy efficiency programs like those offered by ETIPP can lead to significant cost reductions. Furthermore, investing in energy resilience not only returns savings but also enhances business growth potential.

The journey of developing a strategic energy plan has revealed not only the vulnerabilities of Tangier Island but also the community’s potential. The residents have identified six key goals to pursue:

2. Implement a risk assessment strategy for emergencies.

3. Enhance energy education for the younger generation.

4. Explore potential new economic opportunities.

5. Improve energy efficiency levels in existing infrastructure.

6. Foster community resilience against future climate impacts.

Such measures are vital for the long-term security of local businesses, many of which are family-owned and orchestrate their operations based on seasonal demands dictated largely by the fishing and crabbing industries.
