Government Leasing Contracts on Public Office Space

Did you know that Government contracting doesn’t just belong to services and products, but also leasing office spaces. Anyone with an office building available for lease has the opportunity to contract with the Government. The space must fit requirements of the Government’s leasing contracts.

The U.S. General Services Administration, or the GSA, is the nation’s biggest public real estate organization. This agency provides workspace for over one million federal workers. The need for public office space is constant and will always be a necessity for the Government on all levels.

Competing for Lease Contracts through the GSA

Private building owners and their representatives can go after Government leasing contracts through the GSA’s portal. This leasing portal houses GSA’s acquisition tools for leasing offers. The Automated Advanced Acquisition Platform, or AAAP, and the Requirement Specific Acquisition Platform, or RSAP, are the two main tools available to offerors. The leasing portal is located at leasing.gsa.gov

This multiple award Government leasing contract procurement tool allows the market to compete for multiple federal leases by submitting a single offer. This simple online platform houses the Government’s Request for Lease Proposal, or RLP. This website groups RLPs by region in an easy to navigate map of the United States.

For the next example we are going to use Region 4: “Southeast Sunbelt Region”. – Selecting Region 4 from the drop down menu and clicking on the “View RLP Package” button to the right.

The results you will see below have all the necessary information and forms required to properly submit a proposal for Government leasing contracts. You will see the RLP Number, Title and Category. Also the Status and pertinent dates. It will show you the open period for proposal submissions, as well as attachments of forms that needs submitted.

Requirement Specific Acquisition Platform (RSAP)

As opposed to the AAAP, which holds generic RLPs for offices space and can be awarded to multiple lessors, the RSAP collects offers for specific RLPs and generally results in a single award. These proposals are for office spaces that have specific requirements for the needs of the space.

The RSAP also follows traditional procurement procedures. This allows for negotiation and multiple offers on the proposal. This process only allows for offerors to submit only their best and final proposals for Government leasing contracts.

SAM Registration

In order to lease your office space to the Government, you must first be registered with the System for Award Management. This is the gateway payment system for the Government. Your business will only be recognized as an option for lease if you are in the system. It is the ONLY way the Government pays out their contractors. Your company must have a CAGE code and a UEI number, both of which you obtain when you register with SAM.

CAGE Code

Your CAGE code is your Commercial and Government Entity code that is given uniquely to each business. This is a five-character alpha-numeric identifier assigned to US entities as well as its territories. The DLA CAGE Program Office is responsible for assigning and updating CAGE codes. This code is required to participate in Government leasing contracts in the US. When registering with the SAM database, this number is assigned to you if one does not already exist.

UEI Number

Your UEI or Unique Entity Identifier number is also issued by SAM and is unique to each business. It is a twelve-character alpha-numeric identifier assigned to any entity bidding on Government leasing contracts. Previously, a DUNS number would be required to complete SAM registration which was issued by a 3rd party and made the whole registration process slow and complex. Replacing the DUNS with the UEI number has proven to be effective in smoothing out the process.
